The Republic of Kazakhstan is a unitary state with a presidential form of government. According to the Constitution, the state proclaims itself a democratic, secular, legal and social state whose highest values are an individual, his life, rights and freedoms. Kazakhstan gained independence on December 16, 1991. The capital city is Astana. State language – Kazakh, Russian has the status of language of interethnic communication. Monetary unit is tenge. The President of the Republic of Kazakhstan is the head of state, its highest official determining the main directions of domestic and foreign policy and representing Kazakhstan within the country and in international relations. The President is the symbol and guarantor of people's unity and state power, inviolability of the Constitution, rights and freedoms of man and citizen.

The government exercises Executive power, heads the system of Executive bodies and exercises the supervision of their activity. Legislative functions are performed by Parliament which consists of two Chambers – the Senate and the Majilis acting on a permanent basis. The Senate is composed of deputies representing two persons from each region, city of Republican significance and the capital. Fifteen deputies of the Senate are appointed by the President taking into account the need for representation of national cultural and other significant interests of society. The Majilis l consists of hundred seven deputies, nine of whom are elected by the Assembly of people of Kazakhstan. The term of office of the Senate deputies is six years, members of the Majilis are appointed for five years. Currently in the Majilis there are three parties – "Nur Otan", "AK Zhol" and the Communist people's party of Kazakhstan. The administrative-territorial structure the country is divided into 14 regions and 2 cities of Republican values. The number of Kazakhstan's population exceeds 17 million people. The ethnic structure of the society, according to the national census 2009, is as follows: Kazakhs - 63,07%, Russian - 23,7%, Uzbeks - 2.85% of Ukrainians - 2,08%, the Uigurs - 1,4%, Tatars - of 1.28%, Germans - 1,11%, others - of 4.51%.

Covering an area of 2 million 724,9 thousand square kilometers, the country is ranked ninth in the world by area. On the North and West the Republic has common borders with Russia – 7 591 km (the longest continuous land border in the world), in the East with China – 1 783 km, in the South with Kyrgyzstan – 1 242 km, with Uzbekistan – 2 351 km and with Turkmenistan – 426 km. The Total length of the land borders is 13,200 km. Kazakhstan is the largest country in the world, which has no direct outlet to the World ocean. A large part of the country's territory consists of deserts – 44% and semi-deserts – 14%. Steppes occupy 26% of the area of Kazakhstan, forests – 5,5%. There are 8,5 thousand rivers. The northeastern part of the Caspian sea is situated within the Republic. The Aral sea is divided between Kazakhstan and Uzbekistan. In Kazakhstan there are 48 thousand big and small lakes. The largest of them are Balkhash, Zaisan and Alakol. Remoteness from the oceans determines sharply continental climate of the country.

Mineral resources base of the country consists of more than 5 thousand deposits whose forecast value is estimated at tens of trillions of dollars. The Republic ranks first in the world in explored reserves of zinc, tungsten and barite, second in silver, lead and chromites, third in copper and fluorite, fourth in molybdenum, sixth in gold. Kazakhstan has got significant oil and gas resources (9th in the world in proven oil reserves), which are concentrated in the Western regions. In addition, the country occupies the 8th place by the reserves of coal and 2nd place by the reserves of uranium. Kazakhstan is included into ten leading world grain exporters and is one of the leaders in flour export. 70% of arable land in the North is occupied by grain and technical crops – wheat, barley, millet. In the South rice, cotton, and tobacco grow. Kazakhstan is also famous for its gardens, vineyards and melons. The one of the leading branches of agriculture is livestock.

The main export goods are products of mining, fuel and energy, metallurgical and chemical industries, and grain industry. Major trading partners of the country are Russia, China, Europe and the CIS. Economic diversification the country successfully implements the program of forced industrial-innovative development, according to which modernize old and new enterprises. Kazakhstan implements are a large-scale project "New silk Way", which should revive the historical role of the country as the main interlink of the continent and turn it into the largest business and transit hub of Central Asia – a bridge between Europe and Asia. By 2020 the volume of transit traffic through Kazakhstan will increase by almost 2 times.

In 2014, the Head of state announced a program of large-scale infrastructure construction "Nurly Zhol", connecting the trunk paths to the regions of Kazakhstan, upgrade of logistics, social and industrial infrastructure. Kazakhstan has initiated the "Plan of the nation – 100 steps", which involves a fundamental transformation to implement five reforms: the formation of a professional state apparatus, rule of law, industrialization and economic growth, identity and unity, the formation of an accountable state. Is a large-scale social modernization of the country – construction of new schools, professional colleges and universities, open modern medical clinics and hospitals, improving the system of social support of the population. Currently, the country is a home to 130 ethnic groups, successfully operates a consultative-Advisory body on harmonization of interethnic relations – the Assembly of people of Kazakhstan. In Astana, regular Congresses of leaders of world and traditional religions held.

As a leader in Central Asia, the Republic makes a significant contribution to strengthening stability in the region. Great strides the country has achieved on the world stage. This is evidenced by Kazakhstan's chairmanship in the OSCE and Astana Summit of this authoritative international organization in December 2010. Another significant initiative was the launch and development of the project CICA – the Asian analogue of the OSCE.  The country got  positive reviews of creative activity of Kazakhstan as the Chairman of the leading organizations of the Islamic world, OIC. The country is also a recognized leader in the global antinuclear movement. Kazakhstan is a member of the Eurasian economic Union. The stable growth of all sectors of the economy, international recognition, the political stability serve as a basis for prosperity of the Kazakhstani society. Kazakhstan is a country looking to the future, which keeps its cultural traditions and successfully realizes the huge creative potential in today's dynamic world.

This year we celebrate a milestone event for our country– the 25th anniversary of Independence of the Republic of Kazakhstan

On 16 December 1991 there was adopted the constitutional act "On state independence of the Republic of Kazakhstan". Thanks To President N.A. Nazarbayev for the first time Kazakhstan acquired a legally binding status of an independent state recognized by the international community. This milestone is the result of fulfilled aspirations and expectations of many generations of our people. Over 25 years of sovereign development Kazakhstan has entered the top 50 most developed countries of the world, prematurely implemented the Strategy 2030, and started implementation of the Strategy 2050 of the Plan "100 steps: the modern state for all." Kazakhstan today is the leader of modernization and development among the CIS countries. Triumphant Chairmanship of the Organization for security and cooperation in Europe, Astana summit, the chairmanship of the Organization of the Islamic Conference, Shanghai cooperation organization, conference on interaction and confidence building measures in Asia, the Eurasian economic Union are  outstanding accomplishments, made possible by efficient and wise policy of President N.A. Nazarbayev. The main purpose of the celebration of the 25th anniversary of Independence is a further strengthening of the statehood, unity of the people and consolidate all Kazakhstanis around values of "Mangilik El": - demonstrate the achievements and successes of Kazakhstan's 25 years of Independence; - promotion of national Patriotic ideas of "Mangilik El" and its values that are the core of consolidation of the Kazakh society for further successful development; - strengthen the identity and unity; - strengthen the feeling of pride for the country; - involvement of all citizens in the implementation of the main strategic tasks of the state – joining the top 30 developed countries of the world.

From 10 to 25 February 2016 there held remote inter-regional competition of experts of history "Kazyna" JSC, devoted to 25-anniversary of Independence of the Republic of Kazakhstan. The organizer of this contest was  College of law and business of Semey city of the East Kazakhstan region. The application form for participation in the intellectual game-competition drew 28 teams of the colleges of Kazakhstan. The lion's share of participants was team-representatives of the North-Eastern region. The team "Yertis" of our College had three students: Sadykova Aidana –group SMS-224, Reesa Nurlybek –group F-323 and Soldathan  Anshul, the group Kil-215. Team leader – Malgazhdarov Kuat Alibekovich, the teacher of social Sciences, master in cultural studies. The competition consisted of 3 stages:  February 10 in 1 tour "In search of the unknown" (remote). The teams had to prepare an electronic presentation on the various periods of formation and development of the Republic of Kazakhstan. 

Duration of presentation – no more than 15 minutes. And 15 February 2016 to the email address of the College was sent the report of results of the first round, according to which  from 28 colleges in the second stage are 15 teams, including the team of our College "Ertis". 18 February took place the 2nd round "Get to Know a historical person" (remote). The team received the assignment to prepare a video on any historical, political, statesman of the Republic of Kazakhstan. On February 22 it became known that our team went to the final and in the top five teams will compete for the Grand prize. Finally, on 25 February from 13.00 to 13.30 hosted the final round 3 under the title "Competition of experts of history". This phase was conducted On-line. The teams answered questions on their chosen topics. Time to respond was 20 seconds. Conditions were tough, the excitement prevented  from concentrating, but our participants had overcome all. The same evening it became known that the team of InEU College had won the inter-provincial remote competition of experts of history "Kazyna" and received a diploma with the honorary title of "Experts of history". Team leader Malgazhdarov Kuat Alibekovich, was awarded letters of appreciation from the Department of education of the East Kazakhstan region.

We sincerely congratulate the team of our College and their leader with a brilliant victory! Your staff is proud of you and wish new achievements.

Students from the Economics Department of the College InEU Maybach  Maria and Zurenkova Ksenia (group UiA-115) took an active part in the "Delicious" contest "Art-Cake", dedicated to the celebration of the 25th anniversary of Independence of the Republic of Kazakhstan, which was held at the Center for youth services on February 27. To the jury the students presented a cake called "Shanyrak". When presenting their products, one of its authors, Marie Maybach, said: "the figure of shanyrak on the cake is a symbol of our common home, our Motherland, in which happy the representatives of all nationalities living in the Republic of Kazakhstan" To participate in this contest and to be a mere bystander – a pleasure! Such a variety of cakes in shape, size, color and taste range will meet every day. But all culinary masterpieces from students of Pavlodar colleges were united by one theme – the 25th anniversary of the Republic of Kazakhstan. The opponents of our chefs were students of  the College of Technology and College of Service and food. As a result of tough competition the confectionery miracle representatives of the economic departments of our College took 4th place.

On 14 and 15 April 2016 Innovation Eurasian University held a traditional annual XLII scientific-practical conference MAN RK "Integration of education and science – step into the future", dedicated to the 25th anniversary of the Innovative University of Eurasia. The status of this equated to the international conference as it was attended not only by guests of the six regions of Kazakhstan, but also representatives of Russian cities: Omsk and Kemerovo. The most numerous teams were represented in the cities of Arkalyk, Shakhtinsk and Ridder.

Struggle for prize-winning places was serious. But three students of our College were able to bring victory to its school. Student of group SMS- 224 Konakbaeva Sagynysh (headteacher- Sekerbaeva S. J.) took 3rd place with a scientific paper on "Nitrates and pesticides in fruits and vegetables". The 3rd place prize with the report "Cyberterrorism as a threat to modern society and the peculiarities of its manifestations" has managed to win the representative of the specialty "Jurisprudence" of Negeryia Julia (supervisor G. M. Tulebaeva). Another student of group SMS-224 Aidana  Sadykova (leader - K. A. Malgazhdarov) received 3rd place with the scientific report "the Role of Sultan Sultanate in the preservation of the territorial integrity of the Kazakh khanate". It is encouraging that the list of winners of competition "the Best scientific work" is also the name of our Student, Sadykova Aidana. Her scientific work was awarded with 3rd place in the direction "Social Sciences" and headteacher  Malgazhdarov K. A. was awarded the diploma of the rector of InEU.
